Why you need the app

Before the city can accept a business permit application from you, it has to verify your identity — a photo of your government ID and a selfie taken at the same time, so the two can be compared.

That needs a camera the city can trust, which a web page cannot offer. So identity verification happens in the app, once. After that you can file, renew and close businesses from this portal or the app, whichever you prefer.
